বাণিজ্য মন্ত্রণালয় গণপ্রজাতন্ত্রী বাংলাদেশ সরকারের একটি গুরুত্বপূর্ণ ও স্পর্শকাতর মন্ত্রণালয়। স্বাধীনতা উত্তর বাংলাদেশে ১৯৭২ খ্রিস্টাব্দে বাণিজ্য মন্ত্রণালয়ের যাত্রা শুরু হয়। ১৯৮১ খ্রিস্টাব্দে বাণিজ্য মন্ত্রণালয়কে বাণিজ্য বিভাগ ও বৈদেশিক বাণিজ্য বিভাগ নামে দু’টি বিভাগে বিভক্ত করা হয়। ১৯৮২ খ্রিস্টাব্দে শিল্পের সাথে একীভূত হয়ে শিল্প ও বাণিজ্য মন্ত্রণালয় হিসেবে আত্মপ্রকাশ করে। সে সময় বাণিজ্য বিভাগ, শিল্প বিভাগ এবং পাট বিভাগ এ মন্ত্রণালয়ের আওতাভুক্ত করা হয়। ১৯৮৫ খ্রিস্টাব্দ থেকে বাণিজ্য মন্ত্রণালয় হিসেবে পুনঃকার্যক্রম শুরু হয়। ১৯৫৬-৫৭ খ্রিস্টাব্দে জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমান  অন্যান্য মন্ত্রণালয়ের সাথে বাণিজ্য মন্ত্রণালয়ের মাননীয় মন্ত্রী হিসেবে দায়িত্ব পালন করেন।  

সরকারি কার্যপ্রণালী বিধিতে বাণিজ্য এবং বাণিজ্যর সাথে সম্পর্কিত ৩১ ধরণের কাজকে বাণিজ্য মন্ত্রণালয়ের আওতাভুক্ত করা হয়েছে। এ কাজগুলো মূলতঃ অভ্যন্তরীণ ব্যবসা-বাণিজ্য চলমান রাখা এবং সম্প্রসারণে সহায়তা, আমদানি বাণিজ্যকে নিয়ন্ত্রণ করা, দ্রব্যমূল্য পরিস্থিতি স্বাভাবিক ও সহনীয় পর্যায়ে রাখা, পণ্য ও সেবা রপ্তানির বাজার সম্প্রসারণ, আন্তর্জাতিক বাণিজ্যের সাথে সম্পর্কিত বিভিন্ন আন্তর্জাতিক সংস্থার সাথে যোগাযোগ ও রপ্তানির স্বার্থে  দরকষাকষি করা, ব্যবসা সংক্রান্ত দ্বিপাক্ষিক ও বহুপাক্ষিক চুক্তি সম্পাদন, পণ্যের ট্যারিফ নির্ধারণ, বাণিজ্য সংক্রান্ত গবেষণা কার্যক্রম, তথ্য-উপাত্ত সংরক্ষণ, বিসিএস (ট্রেড) ক্যাডার কর্মকর্তাদের প্রশাসনিক নিয়ন্ত্রণ ইত্যাদি। বাণিজ্য মন্ত্রণালয়ের উপর অর্পিত এ সকল কার্যক্রম পরিচালনার জন্য বেশ কয়েকটি অধীনস্থ দপ্তর/সংস্থা রয়েছে। এগুলো হচ্ছেঃ

• বাংলাদেশ ট্রেড এন্ড ট্যারিফ কমিশন
• আমদানি ও রপ্তানি প্রধান নিয়ন্ত্রকের দপ্তর
• জাতীয় ভোক্তা অধিকার সংরক্ষণ অধিদপ্তর
• যৌথমূলধন কোম্পানী ও ফার্ম সমূহের নিবন্ধকের কার্যালয়
• বাংলাদেশ চা বোর্ড
• ট্রেডিং কর্পোরেশন অব বাংলাদেশ
• বাংলাদেশ ট্যারিফ কমিশন
• বিজনেস প্রমোশন কাউন্সিল
• কম্পিটিশন কমিশন
• বাংলাদেশ ফরেন ট্রেড ইনস্টিটিউট
• দি ইনস্টিটিউট অব কস্ট এন্ড ম্যানেজমেন্ট এ্যাকাউন্টস অব বাংলাদেশ
• দি ইনস্টিটিউট অব চার্টাড এ্যাকাউন্টস অব বাংলাদেশ

রূপকল্প :  বিশ্ব বাণিজ্যে উল্লেখযোগ্য প্রতিযোগিতামূলক অবস্থান সৃষ্টি।

অভিলক্ষ্য: ব্যবসা বান্ধব পরিবেশ সৃষ্টি,বাণিজ্য পদ্ধতির সহজীকরণ,রপ্তানি বৃদ্ধিতে সহায়তা প্রদান,রপ্তানি পণ্য ও বাজার বহুমূখীকরণ,বৈদেশিক বাণিজ্যে সক্ষমতা বৃদ্ধি, নিত্য প্রয়োজনীয় পণ্যের সরবরাহ নিশ্চিতকরণ এবং দ্রব্যমূল্য স্থিতিশীল রাখার মাধ্যমে জাতীয় উন্নয়নে ভূমিকা রাখা।

দায়িত্বাবলি :  কার্যবিধিমালা, ১৯৯৬ অনুসারে বাণিজ্য মন্ত্রণালয়ের জন্য কার্যবণ্টনের অধীনে নিম্নোক্ত দায়িত্বসমূহ অর্পণ করা হয়েছে –

• Promotion and regulation of internal commerce.
• Commercial intelligence and statistics and publications thereof.
• Companies Act, Partnership Act, 1932, Societies Registration Act, 1860 and the Trade Organisations Ordinance,1961.
• Control and Organisation of Chamber of Commerce.
• Price Advising Boards.
• Accountancy including Chartered Accountancy.
• Cost and management Accountancy.
• Matter relating to vested and abandoned commercial properties.
• Commercial Monopolies.
• Price Control.
• Export policies including protocols, treaties agreements and conventions bearing on trade with foreign countries.
• Review export policies and programmes.
• Regulation and control of import trade and policies thereof.
• Trade delegation to and from abroad, overseas trade, exhibitions and trade representation in consultation with the Ministry of Foreign Affairs.
• Purchase and supply of internal and external stores.
• Transit trade through Bangladesh.
• State Trading.
• International Commodity Agreements .
• Export promotion including administration of export credit guarantee scheme.
• Tariff commission, tariff policy, tariff valuation, commonwealth tariff Preference, general and international agreements on tariff.
• International trade organization including UNCTAD and GATT.
• European Economic Community.
• Quality control, standardization and marking of the agricultural products/animals products for the purpose of export.
• Administration of Commercial Wings in Bangladesh missions abroad and appointment of officers and staff thereof.
• Administration of B.C.S (Trade).
• Secretariat administration including financial matters .
• Administration and control of subordinate offices and organizations under this Ministry.
• Liaison with International Organizations and matters relating to treaties and agreements with other countries and world bodies relating to subjects allotted to this Ministry.
• All laws on subjects allotted to this Ministry.
• Inquiries and statistics on any of the subjects allotted to this Ministry.
• Fees in respect of any of the subjects allotted to this Ministry except fees taken in courts.
